🚨 Summary
A fraudulent tender scam is being circulated using the email address:
📧 Saphokazi.Mpetsheni@dcs.gov.za
At first glance, this looks like a legitimate Department of Correctional Services (DCS) email — BUT IT IS NOT. It is likely a spoofed or fake address used to impersonate the DCS and trick businesses into fake procurement deals.
🚩 Common Red Flags in These Fake “Immediate Inquiry” Emails
| “Immediate RFQ or Urgent Inquiry” | Pressure tactics are a common hallmark of scams |
| Claims to be DCS procurement | Legitimate tenders go through official DCS channels or eTenders portal |
| No reference to official DCS website | Real bids always link to www.etenders.gov.za |
| Requests quotes for unrelated items | Tactics used to encourage reselling from their fake “supplier” |
| Often leads to fake purchase orders | These are used to trick you into pre-purchasing from a scammer |
🔍 How the Tender Scam Works
-
You get an email that appears to be from DCS.
-
It contains a Request for Quotation (RFQ) for items like beds, biometric scanners, etc.
-
You’re told you don’t need to be in that product scope — just send a quote.
-
Once you send your quote, they issue a fake Purchase Order (PO).
-
They direct you to buy from a “preferred supplier”, who is part of the scam.
-
You pay the supplier, and then — they disappear.

🛡️ How to Protect Yourself and Your Business
-
Verify email domains – All government departments use .gov.za, but scammers can spoof these too.
-
Do not buy from third-party suppliers without vetting.
-
Check RFQ reference numbers on the eTenders Portal.
-
Search the contact person’s name on LinkedIn or DCS staff lists — many are faked.
✅ Real DCS Procurement Guidelines
-
All official bids and tenders are published on etenders.gov.za
-
DCS does not allow unsolicited quotations or “any supplier can apply” language.
-
Legitimate communication comes through @dcs.gov.za, but always verify by phone.
